All three report a number about your water, and they are not interchangeable.
A Consumer Confidence Report covers only the regulated contaminants measured at the treatment plant, which is why a certified laboratory test is still the only way to check lead, bacteria, nitrate, arsenic or PFAS at your own tap.

Do I need to test my water if my city already tests it?
For everything the utility measures at the plant, its Consumer Confidence Report already answers the question, and it is free every year. Lead is the exception, because lead is not typically a source water problem. It is mobilized from solder, brass fittings and old service lines inside your own property, downstream of anything the utility measured. A house built before lead free plumbing requirements is worth a tap level check regardless of what the report says, and lead has no maximum contaminant level at all, only an action level of 0.015 mg/L that triggers utility action rather than describing a safe concentration.
